The organisations and individuals belonging to OGP Basque Country set up the Multistakeholder Forum

On 29 May, the OGP Basque Country Multistakeholder Forum was set up for the co-creation process of the 2018-2020 open government action plan.

The meeting was attended by representatives of the eight institutions and entities that are the project promoters (Basque Government, Araba, Bizkaia and Gasteiz Provincial Councils and Bilbao, Donostia-San Sebastián and Vitoria-Gasteiz city councils, along with Innobasque) and the 7 citizen representatives resulting from the self-selection process conducted with the support of the Basque Innovation Agency – Innobasque: Asociación Mestiza, Women’s Council - Bilbao, Euskadiko Gazteriaren Kontseilua, Sareen Sarea, Councillors from the municipality of Gasteiz, Plataforma Osoigo and Alberto Ortiz de Zárate as a professional in the field of open government. EUDEL, representing the other local councils, was not able to attend even though it will be part of the Multistakeholder Forum.

The first task of this forum was to approve its governance model in keeping with the principles set out in the OGP (Open Government Partnership) founding declaration. The meeting was also the opportunity to pool and receive contributions from the group of citizen representatives regarding the baseline diagnosis conducted by the promoter institutions during the process to submit the initial candidature.

The main initiatives and the main challengers were also analysed in the areas of transparency, open data, accountability (including the assessment of public policies), citizen participation-cooperation, integrity, digital culture, advanced public management and citizen services developed by the promoter institutions.

The multistakeholder forum will be tasked with preparing the first draft commitments that will be shared in the process with the forum open to the other associations and citizens interested in participating in the co-creation of the action plan and will meet as frequently as necessary to drive with participatory preparation process.

After the commitments have been identified, the Open Government Action Plan for the Basque Country 2018-2020 will be produced, its implementation will be monitored and the parties will be involved in its annual assessment.
