In 2018, the Basque Country was selected as one of the new participants in the Open Government Partnership (OGP) Local Government Program. The Basque bid was multi-level and multi-agent, with the participation of the Basque Government, the three Provincial Councils, and the City Councils of the three capital cities, in addition to a significant presence of civil society.
Since then, the Basque Country, as a member of the OGP, has designed and implemented two action plans:
- Action Plan for Open Government in the Basque Country 2018-2020
- Action Plan for Open Government in the Basque Country 2021-2024
The Basque Country is now addressing the implementation of its Third Action Plan for Open Government in the Basque Country 2025-2028, which includes four commitments and maintains some of the elements of previous action plans, such as co-creation and multi-level and multi-agent participation, and reinforces others, such as the importance of transferring the methodologies and products developed through this new Plan to the municipal level, thus bringing the full potential of Open Government to the entire Basque population.
